Eduardo M. His impressive array of certifications, including Google Certified Educator, Microsoft Innovative Educator, Adobe Creative Educator, and TESDA National TVET Trainer and Accredited Competency Assessor in CSS NCII and Technical Drafting NCII, underline his incomparable proficiency in the ICT sphere. Dr. Talaman is a highly proficient teacher and has an extensive academic background. He earned his Doctor of Education in Educational Management (EdD) from Laguna State Polytechnic University (LSPU), San Pablo City, in 2024. Prior to that, he completed his Master of Arts in Education majoring in Technology and Home Economics (MAED-THE) at LSPU. His undergraduate studies culminated in a Bachelor of Science in Industrial Education majoring in Computer Education (BSIE) from the Technological University of the Philippines (TUP), Cavite. Additionally, he holds a degree in Computer Systems Design and Programming from AMA-CLC, Dasmariñas Branch, where he was also a TESDA scholar and graduated as the Most Outstanding Student in his batch.

Currently, He serves as a Senior High School Master Teacher I (TVL-ICT) and the School Research Coordinator at Dr. Maria D. Pastrana National High School, Mauban, Quezon. He also acts as the Alternate District Research Coordinator for the Mauban South District. Dr. Talaman is also a part-time college instructor at Pambayang Kolehiyo ng Mauban under the BTVTED Department. He handles various year levels in college within his specialization and serves as a research adviser to college students. Additionally, he is a research validator for SHS, undergraduate, and postgraduate students.  His professional experience is marked by significant research contributions and recognitions. He has authored numerous published papers, both as a sole author and in collaboration with his students. Notably, he won the Best Research Paper and Best Presenter in the Master Teacher Category at the Division Conference Basic Education Researchers (DCBER) 2021. He was also named the Most Outstanding Innovative Teacher 2022 (Rank 1) at the International Training on Enhancing the ICT Skills of Educators. Dr. Talaman has presented his research at numerous international conferences, including the International Conference on Philosophy of Education 2021 and the CheumTowKanThauLok International Research Conference on Multidisciplinary Education, Leadership, and Management 2022, where he received awards for Best Infographics Research Presentation and Best Oral Virtual Research Presenter.
