Abstract

Local development planning is essential for long-term urban growth, community development, and worldwide socio-economic progress. This global approach aligns with Sustainable Development Goal (SDG) 11, which aims to make cities and human settlements inclusive, safe, resilient, and sustainable. This study aims to assess respondents regarding the TAP-HSPs assistance for various local planning stakeholders in Laguna. This assessment focuses on assessment of TAP-HSP and the planning outcomes. Additionally, the study evaluates respondents on the planning outcomes of TAP-HSP in selected local planning stakeholders concerning relevance, effectiveness, efficiency, and sustainability. This study used a quantitative research design to accurately assess the outcomes of local development planning for the different stakeholders in selected municipalities in Laguna, utilizing the TAP-HSP program. Fifteen respondents (i.e., LGUs MPDC and other department heads) were purposefully chosen from the TAP-HSP program. Based on the findings, the respondents assessed the TAP-HSPs assistance to various local planning stakeholders in Laguna, yielding a grand mean score of 3.53 which was verbally interpreted as very high. Furthermore, the respondents evaluated the planning outcomes of TAP-HSP in selected local planning stakeholders concerning relevance, effectiveness, efficiency, and sustainability, resulting in a grand mean score of 3.59 and a standard deviation of 0.28, also verbally interpreted as very high. The assessment of the TAP-HSPs assistance among various local planning stakeholders in Laguna revealed a very high level of effectiveness indicating that the program has significantly contributed to strengthening the skills and knowledge of local planners, promoting sustainable and resilient community models, and enhancing the application of professional planning practices. The findings affirm the positive impact of TAP-HSPs in empowering local stakeholders and advancing strategic and sustainable local development efforts in Laguna. The programs efficacy can also be further strengthened by fortifying certain vital elements like capacity building, technical training, and continuous monitoring. Finally, it is recommended that the TAP-HSPs program be enhanced by focusing on continuous capacity building, technical training, and sustained monitoring and evaluation mechanism. Local Government Units (LGUs) should be encouraged to collaborate more actively with the program implementers to ensure that the assistance is tailored to the specific needs of their communities. Additionally, providing follow-up support and refresher courses for planners and other local stakeholders can help maintain momentum and ensure long-term impact. Strengthening partnerships, ensuring inclusive participation, and integrating feedback mechanisms will further improve the programs overall effectiveness in fostering sustainable and resilient development in Laguna. These recommendations aim to guide efforts to further institutionalize and expand the program to sustain its positive impact on stakeholder engagement, policy formulation, and implementation efficiency.
