Abstract

ABSTRACT

The climate is changing or it has some adverse impacts is no longer the issue but, how to address the challenges it poses to humanity. Rural people, who mostly engaged in climate-sensitive economic activities (particularly agriculture) has their own ways of observing the trends in climate of their immediate environment. As a result, they accumulates some useful knowledge of the changes occurring in the climate, and usually device some strategies to adapt to the challenges arising from these changes but, this traditional knowledge have been long neglected by policy makers. This study assessed the adaptation strategies to climate change impacts among rural people, in Funtua Local Government Area (LGA) of Katsina State, Nigeria. A household questionnaire survey method was used in collecting the primary data from 382 randomly selected respondents, in which 95.8% response rate was recorded. Descriptive statistics such as frequency count, percentage and mean were used in analyzing and the data. Data on temperature and rainfall of the study area (from 1986 to 2015) were retrieved from the archive of Katsina State Agricultural and Rural Development Agency, Katsina, and were subjected to time series analysis using Microsoft Excel 2013 version. The results of the analysis revealed an increasing in trend both the observed temperature and rainfall, with a total increase of 2.130C and (at the rate of 0.070 C per annum) and 66.0mm (at the rate of 2.20mm per annum) for the annual average temperature and annual rainfall respectively. The study revealed that, climate change awareness was impressively high (78%), with electronic media as the main source of information about the change among the rural people. The study also revealed that, planting of early maturing crops/varieties (wx ? =3.92), taking up of additional occupation(s) for extra income (wx ? =3.82) and planting of drought resistant crops/varieties is the next most commonly adopted strategy (wx ? =3.58) are the most commonly and significant adaptation strategies adopted among the rural people. The study further revealed that, the strategies adopted among the rural people were fairly effective (wx ?= 3.44), while the most significant challenge to successful adaptation among the people, as opined by the respondents is poor or lack of government support to adapt, with a mean score of 4.08. Other significant challenges to successful adaptation among people of the study area are: poor adaptive capacity due to increased poverty (wx ? =4.03), skeptical view of climate change scenario among friends and neighbours (wx ?= 3.36) and absence of technical advice/extension services (wx ?= 3.35), as opined by the respondents. The study then recommended that: the Government (at both federal and state level) through their relevant agencies, should double their effort in rendering climate change-related extension services (in form of public awareness campaign. This is because, the likelihood of individual to effectively respond to climate change impacts, depend on their level of awareness of the scenario, determined by quality and accessibility to available information by the people; there is also need for governments (especially at state and federal levels) to develop more policies that will boost the adaptive capacities of rural people, in form of soft loans, provision of capital goods and other incentives, as well as increasing rural development budget; There is need for diversification of livelihoods, through public and private investment into non climate-sensitive activities in rural areas, that will make the people to move away from over reliance on climate-sensitive occupations to their odds, so as to check climate change-induced poverty among the rural people; there is also need for rural infrastructural development and heavy investment by both private and public sectors (particularly in rural agriculture), through construction of roads, modern storage facilities and setting up of both small and large scale businesses in the rural areas. This is to check the climate change-induced rural-urban and seasonal migration of youth, which affects rural food production negatively.
