Abstract

The purpose of this research was to determine the efforts done by government in enhancing rural children to access primary education in Morogoro, Tanzania. The main aim of research was to find out the government?s efforts in facilitating rural children to enroll in standard one. The researcher used the survey research design. ?The purposive sampling was used to select 6 primary schools. Data were then analyzed using both descriptive and statistical techniques. The objective was analyzed descriptively by using frequency tables, graphs, and percentages. The findings of the study were that educational, physical and financial resources were having significant positive results on the enrolment of pupils in primary schools. The study then concluded that Primary Education Development Programs (PEDP) through capitation grants had direct significant impact to pupils? enrolment in schools. The study is of significance as it provides information that can be used by the Ministry of Education and policy makers to identify strategies that can facilitate many pupils to enroll in rural primary schools, and enable policy makers come out with stipulation for improving enrolment in rural primary school.
